Dr. Anil Kumar Jain, Chairperson, PNGRB

Dr. Anil Kumar Jain is a former member of the Indian Administrative Service of the 1986 Batch. He has more than two decades long administrative experience in energy and environment. He has served as Secretary in the Ministry of Coal and Ministry of Mines where he led reforms in sustainable mining and market development. In his earlier stint as Special Secretary in Ministry of Environment, Forest and Climate Change, Dr. Jain looked after the work relating to environmental clearances, bio-diversity, resource efficiency and management of wastes. He led the teams that wrote the India Cooling Action Plan and Draft Resource Efficiency Policy. Dr. Jain has also served in the Ministry of Petroleum and Natural Gas as Head of the Exploration Division and was responsible for the development of several significant oil and gas discoveries.

During 2012-17, as Head of the Energy Division in Planning Commission (later NITI Ayog), he led several initiatives including development of the integrated modeling tool, namely the ‘India Energy Security Scenarios, 2047 (IESS)’. He also led the team that drafted the National Energy Policy (2017-2040). He has also served as a Director on the Boards of leading energy sector CPSEs such as ONGC, OIL, OVL, NPCIL and BHAVINI.

Dr. Anil Jain holds a BA (Honours) in Economics, an MBA and a Diploma from the Indian Institute of Foreign Trade. Dr. Jain has done his Ph.D on the topic - “Exploring the role of natural gas in India’s energy mix in 2030”. He has also authored two books on natural gas, largely on its prospects in India’s energy mix. He has engaged extensively with international organisations like IEA, World Bank, UNEP and G-20. Dr. Jain frequently writes on energy and environmental issues and has lectured at top Universities and academic institutions in India and abroad.

Shri Anjani Kumar Tiwari, Member, PNGRB

Shri Anjani Kumar Tiwari joined the Petroleum and Natural Gas Regulatory Board (PNGRB) as Member on 1st December 2021 and has since played a pivotal role in driving key natural gas pipeline reforms in the country—most notably, the implementation of the Unified Tariff, a landmark initiative towards creating a unified gas market and enhancing accessibility across regions.

Prior to joining PNGRB, Shri Tiwari served in GAIL (India) Limited in various capacities, including as Director (Finance), where he brought visionary leadership and strategic direction to the organisation. As a member of GAIL’s Board, he also served as Director on the Boards of several group and joint venture companies, including GAIL Gas Ltd., Green Gas Ltd., Bhagyanagar Gas Ltd., GAIL Gas (USA) Inc., GAIL Global (USA) LNG LLC, GAIL Global Singapore Pvt. Ltd., and RGPPL. In these roles, he ensured effective, sustainable, and result-oriented decision-making, strengthening corporate governance and operational excellence.

With over 44 years of extensive experience spanning the Oil & Gas, Thermal Power, Hydel Power, and City Gas Distribution sectors, Shri Tiwari has demonstrated exceptional capability in navigating complex business environments and driving organisational growth through reform-driven initiatives.

During his tenure as Director (Finance) at GAIL, he was instrumental in transforming the finance function to align with the company’s strategic vision. He introduced innovative financial processes, strengthened internal controls, and enhanced transparency in financial reporting. Shri Tiwari also fostered strong relationships with key stakeholders—investors, analysts, bankers, media, and industry leaders—ensuring transparent communication of the company’s performance, growth strategies, and adoption of global best practices. His efforts contributed significantly to maintaining GAIL’s robust financial health and governance standards.

At PNGRB, Shri Tiwari continues to be at the forefront of regulatory, tariff, and fiscal reforms, contributing towards the development of a robust and future-ready Oil & Gas infrastructure ecosystem in India. Jayanta Narayan Das, a highly accomplished professional with a B.Tech in Electronics and Communication Engineering from REC Calicut (now NIT Calicut) and an MBA with an HR specialization from IGNOU, has been offered a prestigious position as a Member of the Petroleum and Natural Gas Regulatory Board (PNGRB). This role is a testament to his extensive and specialized experience in the regulation of gas, crude, and product pipeline businesses across India. With a career spanning over three decades, Das is a quintessential 'core pipeline.' He spent nearly 28 years at Oil India, from 1991 to 2019, progressing from Engineer Trainee to Chief General Manager. During this tenure, he held various capacities at pump stations in Assam, West Bengal, and Bihar, working on critical infrastructure such as the Duliajan-Barauni Crude Oil Pipeline and the Numaligarh-Siliguri Multi Product Pipeline (NSPL). His expertise grew to encompass the commissioning of OFC networks, SCADA, instrumentation, and auditing, including conducting OISD audits for NG pipelines.

From 2019 to 2021, Mr. Das demonstrated exceptional leadership as the GA Head for Ambala- Kurukshetra GA 8.03 CGD at HPOIL Gas Private Limited (HOGPL), a 50:50 joint venture between OIL and HPCL. Under his strategic guidance, the company successfully commissioned 12 Daughter Booster Stations (DBS) and a City Gate Station (CGS) cum Mother Station (MS), while also establishing 1,200 PNG household connections in Kurukshetra. His adept management was critical in achieving the Minimum Work Program (MWP) targets for the first three years, navigating substantial operational constraints posed by the unprecedented COVID-19 pandemic.

From 2021 to 2025, Das was the Chief General Manager at Indradhanush Gas Grid Limited (IGGL), a joint venture of IOCL, GAIL, ONGC, OIL, and NRL. He headed the Marketing, Regulatory Affairs, and Business Excellence divisions, achieving several key milestones. A pivotal accomplishment was securing the agreement for the connectivity of the North East Gas Grid (NEGG) with the National Gas Grid (NGG) via the Barauni-Guwahati Pipeline (BGPL). He also finalized the transportation tariff for NEGG Phase I and various Hook-Up Agreements with upstream E&P operators, which contributed to enhanced domestic gas production by increasing gas injection and reducing flaring. Furthermore, he established agreements with downstream anchor consumers like NRL Refinery and CGD entities in the North East.
